Pending the negotiation of a treaty with China

settling this question, the British authorities in China should act in accordance with the principles above pro- posed and limit the protection given accordingly.

13. In order to ensure reasonably prompt attention and fair treatment by the Chinese authorities, applications for certificates of denationalization should, in the case of applicants resident in British Malaya, be sent through

the local British authority to the Consul General for

China.
